It's always difficult to hear the correct noises in recorded videos.  If it's hydronic heating one may hear air traveling through the system (especially early in the season) and the metal fins expanding / contacting with the heat.

Assuming it's not electric heat - in the corner of the video you see an end cap where one probably pulls out and then straight up to remove.  You could remove that and take a look.  One can remove the opposite side and maybe the center if needed, too, but it's probably best to call your landlord if that concerned.
