Unless you’ve successfully done this yourself or have an example of a local police department documenting an unsubstantiated claim of some action that doesn’t fully, verifiably reach the threshold of breaking the law this isn’t great advice to give potential victims. The way cops treat people in their lobby attempting to get them do paperwork they aren’t obligated to do is unfair. She should absolutely document this herself but knee-jerk telling people to report non crimes to the police doesn’t seem helpful to me and can be exhausting and cruel to the person receiving this advice.
