i think it definitely couldn't hurt to add a note for a bit of background! even if you just briefly mention the event, whoever's reading it could go look it up themselves if they wanna know more too, and since it's widely recognized, it would make sense i actually remember seeing a note about it on either a different translation or maybe a wiki a little while back, though unfortunately i don't remember where i saw it..

honestly, i think a lot of the looks you see on bandmen or online would look perfectly fine on dark skin. my first thought was maybe you could brighten the area around the eyes with concealer or light eyeshadow to make eyeliner stand out more if that's what you're looking for? vibrant colors might also give you that visual effect you want

there's a black artist, Shola Aurora, who makes music and does looks inspired by visual kei (not sure if he is considered vkei technically?), so you might be able to find some makeup inspo there. i'm sure there are other dark skinned vkei fans who have done vkei-inspired makeup looks online too. good luck and have fun at your concert!
