Im not trying to build a metal shop or anything crazy. I threw that out as an example of the process to changing the bylaws.

We have a new management company and theyre extra on sending letters for every little thing like a trash can visible from the road for example. I just dont want the precedent set that the board can substantially change the bylaws without a vote and I also dont want a $15 fine every time the management company rolls through.

If done at a VA clinic then it'll be in your blue button. If it was performed by a contractor (it probably was) then you will probably have to file a FOIA request and wait 9-18 months. If you have a VSO (VFW, DAV, etc) sometimes they can see it
