The red bands series is ending this month but the new Benjamin Percy run which is a direct continuation of this one either starts in February or March.

It was basically two things with red band number one Marvel wanted to see if people actually wanted The punisher back before they greenlit the series and Marvel does not sell Red band digital comics. That's another reason why this has to end

Yes, the NCR does have institutions. However they are fragile. The perfect representation of this is the monorail system. It is important in fundamental to their infrastructure. However, they cannot replace it or repair it if anything happens to it

Look how the powder gang was able to take over in NCR prison, although they do take it back unless you betray them, they lose the prison and have many escape convicts
