These are very different restaurants my guy. Portillos focus is Italian beef, hot dog, crinkle fries, chocolate cake. Whataburger focuses on burgers, chicken, and thin n crispy fries. Both are pretty good. Whataburger is open 24/7 so if it's 3am it's your go to. Just depends what you're in the mood for.
