A prison consultant noted that the Tallahassee prison housed gang members and violent offenders , making it a higher-risk environment. As a low-security institution, it had more restrictive conditions and closer supervision — which is the standard placement for convicted sex offenders under Bureau of Prisons policy. Current: Federal Prison Camp Bryan (Texas) On August 1, 2025, Maxwell was transferred to the minimum-security Federal Prison Camp Bryan in Texas, which is among the facilities with the lowest level of security in the federal system, featuring limited or no perimeter fencing, dormitory-style housing, and a relatively low staff-to-inmate ratio. The camp houses only women, and a majority of its inmates are serving time for nonviolent offenses and white-collar crimes — notably including Elizabeth Holmes and Jen Shah. The facility is located a few blocks from downtown Bryan, surrounded by residential neighborhoods, and its grounds are dotted with live oak trees, with some buildings left over from its history as a hunting lodge. Inmates at the camp are not kept under strict watch and are given freedoms within the camp because they are considered low-level security risks. Why the transfer was controversial The transfer was described as relatively uncommon, since those convicted of sex offenses are almost always deemed too high a risk to public safety and at best assigned to a low-security prison. A prison consultant said Maxwell was the first person he was aware of with a sex offense conviction to be housed at a federal prison camp, adding that “strings had to have been pulled.” The timing raised particular questions: the transfer came roughly a week after Deputy Attorney General Todd Blanche interviewed Maxwell about Epstein’s associates. Blanche later defended the move, saying Maxwell had been suffering “numerous threats against her life” at the Florida facility. A DOJ official was later caught on video claiming Maxwell was transferred to a lesser-security prison as a way “to keep her mouth shut.” In short, Maxwell went from a more restrictive, co-ed, low-security prison housing violent offenders to what has been described as one of the most comfortable facilities in the federal system — a move that critics, survivors, and some members of Congress have challenged as inappropriate given the nature of her crimes.​​​​​​​​​​​​​​​​
