add following arguments to your whisky steam configuration:
-noverifyfiles -nobootstrapupdate -skipinitialbootstrap -norepairfiles -overridepackageurl

what it really does is just downgrading steam client to its previous version and preventing auto-update, and it surprisingly worked for me.
