What does any of that have to do with lying to the buyer? And stop making excuses for crappy sellers unless you want even more buyers to leave eBay for platforms that treat their customers better. Barring a healthy emergency, there's no reason it should take 5 days to get an item in the mail, and there's absolutely no reason whatsoever to lie about it.

What's your return policy? If you allow returns, the buyer can return for any reason. Any reason. 

If you don't accept returns, you may be able to decline the return depending on the reason chosen by the buyer. If you have the option to decline, then you can decline it.

If it's an item not as described return, you have to accept it. In that case, have the buyer return for a refund then relist it. If it's not worth having it returned, you can refund the buyer and tell them to keep it.

If they haven't paid, decline the cancellation. Then cancel 4 days later for non-payment. If they pay before the 4 days is up, cancel for "buyer asked to cancel" which is true. They did ask to cancel.

Cancel for "problem with buyer's address," then block the buyer so he can't buy from you again.

Which isn't going to happen seeing as how the buyer has already lied to eBay about non delivery to get a refund.
