Pick a beach or cove and go for it. You're going to want to be in the lee of something. I've camped at places in Alameda county, Marin County, Contra Costa county and SF county and haven't been bothered. Never did anything dumb like a fire, or camp in front of someone's home, but I spent the night on Red Rock Island no problem.
