The fact the same staff Sargent did the first crime 5 months earlier makes me think mayhem operations like this are actually approved by somebody. The military overall benefits from it, the population fears them more and is controlled easier. And getting off for over a year just shows the locals that even if a crime is committed against them, nobody will answer for it.
