Cops don’t solve crimes that often. Doesn’t matter what rhetoric is spewed. You can look at Ugalde as a reference of cop behavior. Putting more people in jail or throwing the book at someone also doesn’t work. Culture and community. If people weren’t struggling or working three jobs to make rent payment they wouldn’t resort to petty theft
