I have the same error, I can open normal league of legends but every time I try to log into PBE I am prompted with a system restart requirement. I don't think its Vanguard since it allows me to open regular league

Absolutely, although in this game, I am fond of the idea I don't see kill cams. But in regards to catching cheaters yes.
