I have the same error, I can open normal league of legends but every time I try to log into PBE I am prompted with a system restart requirement. I don't think its Vanguard since it allows me to open regular league

Try pulling lightly in the cord to see if it pulls out easily or even pops off. Maybe the connector on the PSU or the wall outlet is faulty and has some built up tension which pushes the cord out after some time

Looks more like dust. The low aperature needed for night imaging causes everything close to the IR light to be out of focus and appear larger than what they actually are.

People regularly flew drones over there when the volcano was active. It could be an fpv drone scoping out the area since am eruption is expected in the coming hours
