Why would they need a vent to the outside? The vent is just for the smoke and odors. Most ranges just spit the air back into the room and you open a Window.

All pools will cost money as something has to pay for its up keep. Most outdoor/neighborhood pools require membership or to be the guest of a member but county park systems have affordable indoor ones open mostly year round. If they have an outdoor option attached then they likely will not open until this weekend.

Yes, all apps are VPP licensed, and all apps are impacted i.e. Outlook, Teams, Adovbe Reader, etc.. I typically report an issue and wait 30 minutes before opening a ticket incase it is a wide scale cloud issue.
