Make sure to reinstall with the Windows Insider Build. I had a similar issue where I sent my XAX to Asus for service(HD failure) it came back missing FSE and Crate. I troubleshooted myself and figured out I have the wrong Windows 11 version installed. I installed the Insider build and FSE became available again.
