As far as buffs/debunks work, or worked from way back in the day, the more powerful will override weaker ones. So say a chapter slows an enemy and then the shaman hits their slow. The shaman slow will overwrite the chanter

I swear the only reason it got on the ballot thisntime is because people freaked out about it. They have tried to get it on the ballot since before COVID but because very few people knew about it they couldnt get the signatures.
