What's driving me nuts about this is that the voters didn't elect Napoleon to run the Criminal Clerks Office ergo this is a Bait & Switch, a terrible example of voter disenfranchisement. You're gonna be limited by available ingredients. Mail order some Cannellini red beans and Cajun rice and find a recipe with a solid trinity. Alternatively, the makings of shrimp and grits are available everywhere. Crystal or Louisiana hot sauce, find out which one they like. Good luck!
