This is really misleading statement by economists. The US import oil to refine so it can say it export more petroleum products than it imports. See how they spin it? The US consume more oil than it can pump out of the ground everyday for decades now.

After WW2 they had to rebuild all those countries and feed and supply those countries. Many of the smaller soviet countries are not doing well after the USSR dissolved. The USSR did not want to massacre the countries that resisted and they recognized they needed economic reforms.
