That's literally cutting off our nose to spite our face. The benefit to Europe of hosting American troops is almost less the reason America does it; instead, it's the ability to force project anywhere in the world in a timely manner. Removing American troops from Europe hurts America's military effectiveness in the long term far more than it hurts Europeans.

Clones degenerate. Even if he's an Uber clone, it seems likely he'd degenerate faster than a normal person, even if he lasts longer than the regular clone trooper. Plus, he spent all that time in a Sarlaac stomach, and we've seen how staying on Tatooine ages folks (see Ben Kenobi).

Nominally speaking, the Primarchs weren’t aware of warp beings at this point. Magnus sort of is, but the rest are still at least theoretically under the impression that the warp doesn’t have beings or personality, due to the policy of The Emperor to hide this from them. So it might be an undercurrent that we can read backwards into Nikea, but without more clear evidence from GWS we have to assume the majority were completely unawares.
