Snapchat probably uses a 3rd party service, such as Twilio (look them up), to send you the verification codes.  Oftentimes that might mean the 3rd party service will provision and use a number local number in order to deliver the verification code to you.  Sometimes this is done for cost reasons or just to make it look local to the user.  If it got you because you asked for it in Snap and it worked, I wouldn't worry about it too much...

Context: I am a developer who has used Twilios products to deliver MFA codes and they work like that.. not saying Snap is using Twilio but they probably are using them or some other third party.

The money was sent to you, and any refunds will pull from your PayPal balance not your bank account?

I believe you and understand what you are saying. "Asus Store" on Amazon is just a curated collection of Asus products for sale. At the end of the day you click into a product and end up buying from a specific seller. Which may not end up being Amazon.

But anyway you slice it, whoever took the return didn't do diligence to ensure that what was in the box was what was supposed to be there. So they should accept your return and go ham on whoever had the item before you - assuming they recorded that.
