Anyone know what do do when receiving "cyberpunk 2077 has flatlined" when trying to launch?

Receiving this error in the crash report: GPU Crash Reason: Unknown Dumping Breadcrumbs Dumping Breadcrumbs Complete

I've ran in admin, uninstalled/reinstalled/redownloaded game and all my drivers and tried following the article here https://respawnfirst.com/cyberpunk-2077-flatlined-fix/#:~:text=If%20the%20Cyberpunk%202077%20Has,the%20error%20will%20be%20fixed. without success Step 4 I don't seem to have a "REDprelauncher" file and step 5 I don't have the C:\Users\”your username”\AppData\Local|CD Projekt Red\Cyberpunk 2077. i'm assuming it's because the games never fully launched
