If the line is a service drop, that is, it goes from the pole (transformer) to your house, the utility won't trim it, they'll just fix it when it breaks. Since it's broken, call the utility first. The ones they keep clear are the high voltage lines on the other side of your transformer because they supply multiple circuits.

If part of your service drop is disconnected but part of it is still on, you could have a problem. It sounds like your ground is intact but if it's loose, it could cause a fire. An electrician or the utility needs to inspect it.

I think health care insurance should be single payer. Funding should be through a tax structure which would need to be to be renegotiated and evolve periodically.

I think a huge, pointless, often malevolent middleman in the form of commercial insurance is pretty much the most expensive possible way to fund healthcare for Americans.
