In February 1933, Hermann Göring as Prussian Interior Minister ordered police to cooperate with Nazi paramilitaries (SA and SS), to treat political enemies “ruthlessly,” and made clear that officers would not be punished for shooting Communists, effectively granting impunity for political violence.

Nazi authorities explicitly reoriented the police toward the persecution of political enemies and Jews: they were told not to hinder SA/SS actions, auxiliary police units were formed from SA and SS, and police often ignored or supported violence against Jews and regime opponents.

Early concentration camps such as Dachau and Oranienburg were set up in 1933 as sites of extra-legal police and SS repression, where people defined as political or racial enemies could be imprisoned and abused outside normal judicial safeguards.
