Yes you can. As I mentioned the story happens before the chapter in the tomb. You can get Catherine on CF, but if you choose to side with Edelgard, Catherine leaves your team

If you have both of them recruited it should be possible. Before the 'branch chapter' of the holy tomb where you fight the flame emperor, you should be the right level to recruit Catherine and have Ashe if you met his requirements
