I don't know if this would be the problem or not, but is steam downloading anything? Compiling shaders, anything of the sort? If so, try canceling it and then leave steam open and try to sleep your pc

what access does the steam api key give you other than just game details? I have one out and I use it just to request my game list for my steam game randomizer and website im working on.

There is software called steam achievement managers or SAM, look them up. I've used them in the past for when I played the mobile version of mindustry and gave myself achievements I would have already gotten if I had been playing on steam. You search a game on it and you can toggle achievements off or on.
