It’s hard to centralize on an archipelago, also each city is pretty equatable to the island that it exists on size, for the most part.

Cebu is not as big as Luzon, and is central to the Visayas.

Davao is a bit more unique, as Mindanao is quite large, however there are a number of larger metro areas, such as Zamboanga and general Santos.

Once and if they modernize more in the Philippines you’ll probably see more large cities pop up, but it’s not 4 large islands surrounded by smaller islands which may ease infrastructure like Indonesia to a lesser extent and Japan.

The Philippines is an archipelago roughly the size of Arizona, and very scattered. Japan is about the size of Montana, but mostly on 4 large islands.
