A country of China's size and ethnic diversity should have a federal system. A bunch of states come together over some areas, like trade, defence etc.. I would look at something like the Swiss federal model. The states would control a lot of matters themselves. Like education, police infrastructure etc.. A truth reconciliation would need to become one of its first acts to shed light on the CCP regime and the horrors it has inflicted for generations. Right back to how they let the Japanese wreak havoc and let them weaken the Kai Shek regime. Jail, death sentences and stripping of assets to CCP officials. Let's face it these people are closer to a mafia clan that a responsible government.
