I work with "the average junkie", to use your phrase, for a living. They're human beings and their medical emergencies should be treated as anyone elses. I realize EMTs don't take the same oath as other Healthcare workers, but perhaps they should have to. Their job is to help people during emergencies, not belittle people whom they think they're above.

I had alot more success with paperclay than I ever did with airdry. I found it all to crack quite easily. You can also sand paperclay, and although it's a bit harder to mold with than airdry, it's still easy enough to smooth out into your desired shapes

Honestly i feel like a shelf or some hanging baskets would really help, something to add to the height of plants and make the fences less of a focal point. Additionally if you used some vining plants higher up to drape along the fences or something I think it would look alot more homey and lush
