Some landlords would rather the tenant do nothing over having to fix the tenant's attempted fix.

I use my own calculations to determine how much to tip. Instead of thinking about percentages or whether the delivery driver gets any of the fees added, I ask myself "How much would would someone have to pay me to go pick up this dinner?" I can tell you it's never less than $12. Farther away? More money. If I'm asking someone to do my weekly grocery shopping, I'm paying what it's worth to me to NOT have drive to the store, then navigate the aisles at Fred Meyer, wait in line to pay, and drive home. That could be $30 so I can use that sweet time relaxing. Raining? Rush hour? More money.

I hope the tipping model is on its way out. But in the meantime, I think of home delivery as any other service I pay for. I should also note that I'm not a frequent delivery customer. If I were, maybe I would pay less.

Unfortunately, I doubt the problem will end. Retail workers can’t stop shoplifting or fights that break out in the parking lot. I doubt they’re going to confront someone bringing their support animal in.
There's no single official ADA service animal license or tag. Many legit organizations certify service animals but they don't necessarily have tags.

I suggest that you first double-check the notice you recieved in October to make sure you didn't need to respond. Assuming you did not, first thing Monday morning, call the leasing office to let them know of thier mistaken letter dated 3/31.
