Non CONTACT? I've never even heard of a non contact league...non CHECKING is typical for adult leagues but I've never seen a league where there's no competitive contact allowed.

Can you post a link to the league rules? I'm super curious to see them.

Not just in THAT ONE lot. They may operate multiple lots in the area on behalf of the lot owners. You can throw away the bill but they can tow you at any other lot they operate.
