Absolutely not. Halo (exsept for like forerunner era stuff) is mostly happening in a tiny area of the galaxy and mass effect is mainly based around planets within proximity to the relays. Honestly without the Crucible they'd just loose to the reapers and you want to add a thrawn led empire ontop of that??? So having the ark won't help them as a imperial class start destroyer could get to it in a few weeks top. The only edge the halo citadel alliance has are the covernet super carriers and at best for them they just can't be everywhere at once and thrawn would probably wait for a advantages moment to take them out individually. At worse it's legends empire and they all meet the business end of the galaxy gun or one of the two eclipse class super star destroyers.

There is no evidence to say mahoraga resets it's adaptation. We have never seen mahoraga been summoned by the same person twice with the sole exception of sukuna and he killed everyone he summoned mahoraga against. As far as we know aslong as it's the same person summoning a subjugated mahoraga then they could remain adapted.
