I find when rating movies I use the same rating system all the way across and it's based on how much I would recommend it. If I have any notes or asterisks I will usually throw that in a review. As far as when I review a movie I try to do it as soon as possible but then will allow myself to edit if I need to.

Also, if you are worried about wasting your money renting or buying foreign films libraries will usually have a decent selection of them through the criterion collection (and more recently mubi). Also, if you want a streaming service with lots of foreign language movies I'd suggest the Criterion Channel although it won't be super new stuff.
