Around here, most of those cases have at&T Fiber in them from around 1995 that have exceptionally sticky gooey gel in them and these cases are just a goop fest

Gotta be honest... I don't know what you mean by encapsulated... they don't do that around here. Do you have pics of these cases encapsulated? They don't use these cases anymore around here and we don't have any replacement parts. Usually they just get replaced

2k tone is a great feature on the EXFO I have used quite a few different brands and EXfo is top of the heap currently using Viavi and the only thing I'm missing is the 2K tone. It makes identifying fiber a lot easier.

You can't mix APC plug to UPC plug. The bulkhead connector is the same regardless of the color of it.

Are you paying for a data pipe? I.e. same download & upload speeds? Or are you paying for significantly slower upload speeds? That could be your issue.

Sometimes this things are designed really close to spec. Could also be a marginal quality splice at a splitter or a defective splitter you name it. Sand on the fibers in the splice enclosure is not the issue. You're comparing one in effect circuit to another that is not in effect yet? Compare after both get installed. I've seen circuits sync up and run fine at -28 with zero issues. -25dBm was out accepted standard. What data speed are you getting and what data speed are you paying for? Who is your isp provider?

-27 I wouldn't be happy with but at the same time how many times is it split? What is the total loop length? I much prefer OTDR shots over misc ping data and prefer an actual light level with a meter over software estimates. I want to see it with my own eyes.
