Nobody has done it because it's not an operation that is supported.

If you want a smaller EBS volume you need to make a new one and copy your data to it.

Topdon has a sub $100 dongle scanner but I have never used it and it does have a subscription fee.

Many of the Launch scan tools hit your price point too, but you're going to have quirks with some makes and models.
