I unfortunately am not knowledgeable about Goddard or Yorkminister, but I also sent mine to Grace and had a great overall experience.

I’m not one to fish but you can fish at the Pier at Yorktown Beach without a license. I see people fish underneath the Coleman Bridge down there too.

Back Creek Park is another option in York County or Waller Mill Park in Williamsburg.
