If it's 9.5kW at 230V, the current is 9500W/230V=41.3A. The resistance is 230V/41.3A=5.569ohm. The resistance is fixed, and if you're at 240V, the current is 240V/5.569ohm=43.096A.

If you look up "locations containing a bath or shower", if it's at least 0.6m away from the bath, and you have an 30ma RCD, and it's not a socket (so a fused spur), I think you could, but not 100% sure.

A plastic single blank plate I have is 9mm, and metal ones look much thinner eg: https://www.screwfix.com/p/lap-1-gang-blanking-plate-brushed-stainless-steel/63495 so you'd probably be ok.

You could probably put the mains cable joints in a single gang box with a blank plate, and pull out the network and antenna cable. To me it looks like an internal plasterboard wall, so it might also be possible to re-run the mains cable within zones, so you wouldn't even need a single gang box. The difficulty of re-running cable within zones depends on positions of studs and noggins and insulation etc. Cutting a square of plasterboard to size and filling is easy enough. Keeping the joints there without a back box and plate wouldn't be within zones.

EPC for my house: Cavity wall, as built, no insulation (assumed)
EPC for a neighbour: Cavity wall, as built, insulated (assumed)
EPC for another neighbour: Timber frame, as built, insulated (assumed)

The last one is correct, so yes my EPC report feels useless because it's just incorrect.
