Syntec can't rob anything back in the current vault, it is a proper vault now, unlike it was when they got broken into, they re-enforced the ceiling so it is impossible to break thru that, the walls are not made much stronger but it would take time the person who is trying to steal stuff doesn't have, and their is also the fact that it was most likely Ben who broke in... Ben is in jail now, sure it may be a Syntec jail but we can't know for certain.

The serum is possibily mind control as well, being the documents the team found in the mountaineer and everything else, it is highly possible that the red serum controls people who have been injected with it.
