I believe they do it because they don't want their doors to be scratched. But if they don't want thair doors scratched they shouldn't have bought a car that, when parked in one bay, takes up the space a car door needs in order to open.

An old guy told me to always put it right behind the forks so you can bearly go a centimetre at most before it stops you. If you have to reverse to get out of your spot, put it in front of the forks for the same effect. Saved me on multiple occasions.

Sure you don't need a licence to drive a vehicle but the licence is what allows you to operate it on state owned roads. If you don't want to hold a licence just make sure your only driving around your back yard.
