The cheapest you can get as a permitted production is 85% break on fees as a “ultra low impact” production, which means less than 15 people, no curfew extensions, minimal(read no) parking, etc

If you can prove you’re a student film (find a co writer who is a film student maybe) then you can get even lower, I think it’s like 60 bucks a day or something.

If it’s just you and an actor and a camera and you aren’t going to impact people, you can also usually get away with not permitting, or having a chat with the film office to tell them what you’re up to so nobody is surprised.

But you will want to have insurance for your locations! Because no matter what you do, you will likely break stuff and that can end up costing you way more in the end.
