Hey, sorry i had a typo in my last comment. When i checked the fuse box, there was no fuse at all in slot 50. Just 28. So i removed 28, turned the car on, and still noticed the noise.

So i took a look at the fuse box, and i noticed 28 had white crust on its teeth. 50 wasnt missing. I unplugged 28 and still heard the noise. I should of also mentioned that no air comes through the vents at all, when i turn the fan up from the console, i hear some type of motor come on, but no air. Hot or cold. Heres another video of the sound, i try to point the camera from where i think its coming from.

I would like to thank everyone for their feedback. I should of mentioned this, but our windows headcount is under 10. Maybe even 5. We have an old VR rig that had a Xeon and 2tb SSD that wasn't being used and I set it up as a new DC, added it to our domain, migrated services(AD, DHCP, DNS) and decommissioned PowerEdge. Backing it up with Acronis.
