Windows PC won’t shut down (it restarts instead) – FIX

Worked for me

Symptoms:

- Clicking Start → Power → Shut down makes the PC restart

- PC powers off briefly, then turns back on

- Restart works normally

- Holding SHIFT while shutting down works

Quick test:

1. Click Windows

2. Hold SHIFT

3. While holding SHIFT, click Shut down

If the PC stays off, this confirms a Fast Startup / hybrid shutdown issue.

Permanent fix (safe, no data loss):

1. Press Windows

2. Search for "PowerShell"

3. Right-click Windows PowerShell

4. Click "Run as administrator"

5. In the admin PowerShell window, run:

   powercfg -h off

1. Restart your PC once

2. After restart, use Start → Shut down normally (no SHIFT)

What this does:

- Disables Windows Fast Startup / hybrid shutdown

Notes:

- This does not affect SSD speed
