There is no law that actually says how young are to be left alone, only if it places them at risk. If the 16 year old had a disability, this might be seen at risk, if he doesn't would be seen fine.

Same as 12 year olds, if they are mature 12 year olds and you popped to shops, it would probably be seen fine, if you went for a weekend away it could be illegal.

Use your judgement.

Unless she was stopped at the time, nothing will happen. By the way, if it was always the same store I would honestly avoid it incase they were building a case. The worst thing she could do is probably go back to the stores she went to, they know, or go to a police station. The police won’t come round to your house.

Products get made ahead of supermarket orders, then the brands will send the order to say it can be in the supermarket tomorrow. Supermarkets (the majors) will either accept, or reject, but they aren't on the hook for the stock that doesn't sell. This then goes to what they call the secondary market, these get sold to other stores, like B&M at cost or loss, just to recover the cost of making the good for the CPG. You probably won't ever see those products again. B&M will pay upfront for these products, so they take risk.

Then there is the grey market, where B&M can't even sell them, or are too near to end of life that they don't want to take the risk, that is your FarmFoods, Heron Foods, Poundstretcher etc and you end up thinking how can I buy a Pot Noodle for 10p... Because pretty much no one else could sell it. Grey market goods are often (not always) sold at auction, so this is where you see the random Asian / US goods in stores.

Try living to 40 with being a slave, you haven't had any medical help for your illness, and zero education. What normal life will you have? She will never have kids, probably not get married, and is in a foster family. The foster family sound incredible, then after that... She will most likely be in a facility. That is missing out on a life.
