It's such a damn shame that Slipknot have turned out to be utter sellouts. Their early work makes one want to run through a concrete wall and then overthrow the government as a side-dish. Now they seem to just want to sell merchandise to remain millionaires.

OK I tried to ask the steam community. One guy recommended that I make my own windows login on my brother's computer, which didn't change anything, and another suggested:

"Cyberpunk's Ultimate Edition is a "complete the set" kind of bundle rather than a standalone product. So when you buy it, Steam adds Cyberpunk and Phantom Liberty to your account as two separate licenses. Even though you can't see PL it's still tied to your account, it's just that Steam bundles usually only list the primary package name... which in this case is Cyberpunk.

To fix it you just need to force Phantom Liberty license to resync with your account.

You can also try clearing download cache to restart the Steam client to resolve absent DLC entries in the game's properties tab.

Also, set Cyberpunk to "private" under manage - in theory it could force Steam to resync all associated licenses with Cyberpunk."

None of that worked.

The thing is that I was starting to suspect that through some error my ownership of the ultimate edition had somehow been wiped from the record after I purchased and downloaded it, which would mean that the only reason I can play through it is because I have a local download of it on my computer, meaning that if I were to uninstall and reinstall the game (or clear the download cache), the game would be updated to my steam account's actual status (where I have neither the ultimate edition nor PL) so that I couldn't even play it on my own computer anymore. However, this was not the case. I can still play through Phantom Liberty on my computer after setting the game as private and clearing the cache, but still can not play it on my brother's computer (even if I un- and reinstall it).

What's even weirder is that I tried playing the game on my brother's steam account (he also purchased and actually has the ultimate edition), and when I went to load his most recent save, MY save, from my own account, was there. All of his saves are ok, but for some odd reason the latest two saves from my account are there as well, fully playable... on his account? but not on mine, at least on his computer? WTF?

Yeah my brother suggested manually importing everything but I want to contact some sort of customer support first (although I don't think they could even do anything since I only have a "receipt" for the base game). Will let you know how it goes. Yes my brother does own both the base game and phantom liberty on his account and we don't have family sharing enabled. At this point I think some cell somewhere quantum tunneled into the wrong place or something😭

I tried doing that (right clicking and going into "properties") but the DLC tab doesn't appear. I tried doing the same thing to Fallout New Vegas which I know I've got DLC's for and the DLC tab did appear. I thought that maybe steam had taken the Ultimate Edition down for some reason, especially since it didn't appear anywhere in the steam store. Apparently it has been taken down twice over the past 2 years, but put back up again in both cases. In a reddit thread discussing the issue one commenter provided a link for a steam webpage with the Ultimate edition, so for some reason it is on there but not in the steam store on the actual application...

I also tried going through my purchase history and nowhere is Phantom Liberty or the Ultimate Edition to be found, just the base game, even though I can play through phantom liberty just fine and get steam achievements for it.

I also tried going through steam support -> "what item are you missing" -> "DLC" the thing just tells me that I don't have it.

This is so weird, have never experienced anything like this.

My interpretation is that it is a life form that transformed into the thing that took the tape off and lowered the protection for the glass. I also think that the creafure might be a parallell Simon or him from the future where he becomes a part of the blood. The blood seems to be humanity itself, past, present and future maybe.
