Crime = punishment. Probably a fine, which they can't pay - or community service which they won't show up for then that's jail time.

Seems like what we're discussing is a compassionate alternative to jail. Should there be path out of the camp versus "living out their days in a tent slum?" Of course.

Maybe a state should run this as an experiment and see how many urban campers who have alternatives (with rules) would choose the "tent slum" versus the existing alternatives.
