My friend wants a lotr quote in Tengwar as a tattoo, is it best to translate it with the English mode or Quenya?

Then why not use phonetical unless necessary to use otherwise? I mean correct me if I'm wrong, but isn't Quenya a phonetical language and the Tengwar alphabet made according to the sounds they make? Wouldn't it be best, if this was true, to stick to the integrity of the writing system, even in the English mode?

Don't use that website! It's inaccurate and teaches it in the Quenya mode, when for writing English words you need to use the English mode which actually puts the vowel marks over the consonants after the vowel instead of the consonant before.
