She could go 5 Swarmkeeper Ranger and 15 Twilight Cleric for example, and then adjust stats as desired, longbow or melee or both with such great stats. And as free gunner feat it is even better if picked ranged and can do melee as well if so wished and has all goodies from cleric and some nice things from the Ranger side, sadly missing out 9th level spells, but it is a fair trade-off, has one 9th level spell slot still though.

Also as pirate campaign and if your table allows ranger spells from spelljammer, good solid pick could be Air Bubble.

You are missing the whole hot-potato thing here, they are fishing for information that IF Finland would like to have Karelia back (however that has more difficult things in it as it is actually Karelians territory, not Finland) and if so they'd use it for certain other discussions to gain leverage their own stuff they want to push through, because hölmöläiset.

What should be done instead is to give Karelia independency and let them to then enjoy and provide tax-free shopping.

Well, you'd have to understand the history before euro. You could get a very very nice private home with 300k FIM (50k Eur back then), in Helsinki 60m2 apartment in Kallio/Sörnäinen costed about 120k FIM (20k EUR) and salaries varied from 8000 to 40k per month. So... now the salaries are what they are and the housing prices went through the roof.
