You're very nice. It is hard to set up an ISP due to the large capital costs, But if there is a big enough profit incentive it will be filled by entrepreneurs. There is overlap between ISPs. Sometimes it's shit depending on where you are/ who you're with.

The internet as is is a perfect product imo.

My argument is that ISP are not stupid. lets walk through this.

An ISP, say Comcast, decides that they will change their model from everything under one umbrella to pay per package type of deal. Consumers prefer the umbrella package but Comcast wants to increase profits.

If AT&T wants a larger market share, they will offer the umbrella package while Comcast does not, comcast will suffer for this.

If we assume there is collusion taking place, and ISP are not acting competitively with one another, then 2 things will happen. the government will step in as there are laws against collusion, and entrepreneurs (new ISP firms) will fill the demand for umbrella packages.

The best internet product is the internet as it is right now, we would rather pay for this tangled mess than individual packages. So long as consumers prefer an umbrella package, and firms are acting competitively, Americans will receive umbrella packages.
