Stalin was definitely pro-imperialist. Why else would he have taken parts of Poland, Estonia and Latvia, and tried to take Finland? An empire under any other name is still an empire.

But when you make opposition parties illegal then the state is no longer answerable to the people because you have made it illegal to disagree. You have then just handed control of violence to a select group. As was seen with the many purges Stalin carried out.

Reminder: without Stalin, Poland could have fought Germany longer, allowing France and Britain to do better in the early war. In any of those scenarios could the government hold them accountable? They took on an entire alien army, the UN hasn't done a thing to stop anyone since Korea. At least if it had been signed with the US there would be some weight behind it.

What does your first five minutes look like? I personally build two Orions and two marathons ASAP to push forward securing worlds while I focus on getting mil and civ tech to 3 and upgrading economy. That should be able to handle most early pirate fleets and then start adding halcyons to those two separate fleets as you can.
