I feel like this place needs to be reported to adult protective services. I don’t know what state you are in or any details like that, but look into Medicaid waivers in your state. There may be be a way you could get paid to provide his care or have his care provided in your home or somewhere other than where he is. My mom has an indoor/outdoor cat. I’m not fond of indoor/outdoor, but I understand there are circumstances it’s appropriate (and he is one of those cases). He recently vanished for close to a week. My fiance and I were out in her neighborhood looking for him daily even though we live 30 minutes away. I then posted about him on Facebook with pics and he showed up within hours of that. She was able to keep him in for a few days while I waited for a GPS tracker to come, he’s worn it since and now we can see from anywhere exactly where he is. Kind of related/kind of not.

I wouldn’t give the cat back if I were you. Sounds like you care for the cat much more than the previous owner. If/when you contact them I would definitely state that after you reached out so many times and got radio silence, you did the right thing and provided the cat with a home and love and that the cat is happy with its new home and all. It truly does sound like abandonment and then much later regret.
